In UK, where the health and safety regulations have gone completely mad, the authorities would remove the hammer and glass and replace it with something safer and less likely to harm a person. (unlike a burning building)! LOL
I see it as another example of our old and decrepit infrastructure :-) Also, I'm pretty sure it's tempered glass like they use in automobile windows...
